The special-event application
One form per food point, filed by the vendor with Ottawa Public Health. Free, about two weeks to process, and included in the festival packet that closes on 24 July 2027.

Six documents decide whether a stall trades. Two of them take weeks to obtain and have hard dates against them, so both are on this page a full year early.

The six documents.
Four of these are yours to file. The festival files the ground itself — the site plan, the emergency plan, the electrical notification and the permits for the park.

- Two of the six are hard. A food point without its public-health permit by 24 July 2027 does not open, and a pitch without its certificate by 28 July 2027 does not open. Goodwill on the morning reopens neither.
- The craft row files four of the six. Nothing edible on your table means no public-health application and no food handler certificate. The jury, the certificate, the agreement and the object list still apply.
- The festival carries the rest. Site plan and emergency plan to the NCC, the electrical notification to the ESA four to six weeks out, the city services bill, and the permits for the ground under all of it.

The certificate is the real gate.
A stall anywhere in this city carries its own commercial general liability cover, and the by-law sets the shape of it line by line. This is the requirement that stops small makers, so it is the one we are working on first.

- Premiums are quoted case by case. No broker in this market publishes a rate or a minimum, so the honest answer to «what will it cost me» today is that it depends on what you sell, what you cook with and what your turnover looks like.
- Ask your broker for the event wording early. A certificate naming two additional insured parties with a 30-day endorsement is routine work, and it still takes days rather than minutes.
- A juried craft row asks for the same certificate. Stewart Park in Perth requires a $2,000,000 policy naming the parties for a ten-by-ten pitch, which is the same bar we apply.

An approved kitchen behind the pitch
Cooking, prep and cooling happen in an approved commercial kitchen. The field is where you hold, assemble and serve, and the health application asks which kitchen stands behind your stall.

A certified food handler on the point
Somebody holding a current food handler certificate stands on your point in every operating hour of a nine-hour day. Two people on the certificate makes a shift pattern possible.

Hand-washing, temperature, waste
A hand-wash setup at the point, temperature control through the day, and grey water, cooking oil and waste going to the marked collection points on the site map.

Packaged food, sealed and shelf-stable
Spice blends, preserves, coffee beans, honey and sweets have a lighter requirement and still get a conversation with Ottawa Public Health about storage, labelling and how they are sold.
Power, water, tents, signs.
The ground is a park on federal land with nothing running under it. Everything below is built across the field for the weekend and taken away again on the Sunday night.

Off our own distribution
Power runs off the festival's distribution and is sold by the outlet: 10 A at 110 V, declared on your application, cabled to your frontage before load-in. Generators stay off the field for noise and for fire clearances. Taps and refill points go onto the site map before anything else does, and a kitchen needing more than a tap brings its own tanks.
- Declare every draw. The distribution is designed from the amps on the applications, the ESA is notified four to six weeks out, and an inspector may stop power to anything that appears on the morning without a line on the plan.
- Tents stand on weights. Fixing anything to a tree or a lamp post is refused on NCC land, and the ground crew says so once.
- Spacing is a permit question, so the map answers it. A 20 by 40 foot tent covers 74.3 m², and three of them pitched closer than ten feet apart sum to 223 m² against a 225 m² building-permit threshold. Keeping them apart costs nothing and keeps a ninety-day engineering track closed.
- Signage is bilingual, English first. That is a condition of using NCC land, it covers your menu board as much as our wayfinding, and repeat breaches are fined — after two notices the NCC may cancel an event outright.
- Load-in runs in windows before the gates each morning, load-out after they close. Vehicles are off the grass by the time the field opens, and the windows publish with the site map.
- Three rules bind everyone on the field. State flags stay off the masts and live in costume, ornament and the way a stand is dressed. Campaigning, petitions and solicitation are closed for the weekend, and that is announced at the gate. Your assortment is agreed with the festival office before you open.
Three courses before the gates.
The participant academy runs in the same wave as the applications. A trader takes three of its five courses, and they are short, practical and free to anybody with a role on the field.

Event accessibility
Service animals, support persons, the accessible queue, the drop-off zone, and what to do when somebody cannot reach your counter. Ontario's accessibility regulation puts this training duty on everyone working an event, volunteers included.

Handling food on a field
Holding temperatures on a hot field, hand-washing at a point with no plumbing, cross-contamination in a tent, and the paperwork an inspector asks for on the morning.

I carry no insurance. Is that the end of it?
It is the single requirement that stops a small maker, so it is the one we are working on first. Say in the queue that you carry no cover, and you count toward the group policy or the broker partner we are trying to arrange before applications open.
I only sell craft. Do I still need public health?
Nothing edible on your table means no public-health application and no food handler certificate. The jury, the insurance certificate, the pitch agreement and the object list still apply.
Can I bring a generator?
Generators stay off the field for noise and for fire clearances. Power comes off our distribution and is sold by the outlet, and the draw you declare is what gets cabled to your frontage.
Who files the public-health application, me or the festival?
You file it, in your own name, for your own food point. The festival collects the permits into one packet and closes that packet on 24 July 2027.
Do I need a building permit for my tent?
Your own tent sits well under the threshold. The threshold applies to tents pitched close enough together to count as one structure — 225 m² of combined area — which is why the site map spaces the rows the way it does.
How many people do I need on the point?
One certified food handler in every operating hour of a nine-hour day. Two people holding the certificate is what makes a shift pattern, a break and an emergency work.
What if a document is late?
Write to the office the day you know. Both hard dates have processing time behind them, and a problem raised in June is usually solvable — the same problem raised on 6 August is not.
