This city's communities build it

Ottawa's communities take the pavilions, cook the food and programme the stages. The festival office runs the field, the permits, the insurance and the money, so a community brings its culture and its crew and nothing else.

Two days on the capital's riverside

Our plan is 7–8 August 2027 at LeBreton Flats. Permits from the City of Ottawa and the National Capital Commission decide whether that plan holds, and this page carries the answer the day it arrives.

Free at the gate in the first edition

Entry to the first edition costs nothing, and that sits in the plan as a decision. The festival earns from traders, the craft row, on-site sales, grants and partners, so a partner's money is what buys the gate for everyone.

Who this city is.

The audience for a festival of cultures in Ottawa is measured by the census, and the census says the city changed shape faster than its event calendar did.

  • Lebanon sits fourth on Ottawa's list of birthplaces — 11,900 people, Census 2021 — a shape this city has and Toronto and Vancouver do not.
  • The Black population is the youngest and fastest growing: median age 27.6 against 39.2 for the city, up 40.8 % between 2016 and 2021 (Census 2021).
  • Our demand evidence is the census. Nobody has walked through this gate yet, so attendance gets counted for the first time at the first edition, by a method published before the gates open.

Why the capital.

Ottawa holds the country's diplomatic corps, which gives a festival of cultures here a partner list no other Canadian city can assemble.

  • Missions come in as sponsors and programme partners. Operating a pavilion stays with the community itself, and that boundary is written into the participation agreement before the first invitation goes out.
  • The capital's institutions read this list too. Federal departments, universities, unions and the city's business associations all sit inside the same square kilometres as the missions.
  • A partner arrives in front of community leadership. The people who organise the diaspora associations of this city are the ones building the field, and they spend the year in the same room as you.

Diplomatic missions accredited in Canada

Every community that builds a pavilion has an embassy, a high commission or a cultural institute a twenty-minute drive away. That proximity is what turns a community stage into a national programme: artists on tour, instruments, film, a chef flown in for two days.

Title partner

Your name stands next to the festival's in every line it appears — the site, the programme, the signage, the press. One company holds it, and the agreement says what the festival owes that name in return and what it will never do with it.

Stage partner

One stage carries your name for the weekend, with the programme on it built by the communities that perform there. A named stage puts a brand inside the part of the day people photograph.

Site partner

A zone of the field: the food street, the family area, the craft row, the accessibility hub. A site partner pays for a piece of ground that visitors use for hours and names it. This is the shape a trade union local tends to take — LIUNA Local 527, the Carpenters, IBEW: a named zone plus a members' day on the field, decided by a committee that meets monthly instead of by a national cycle. Carassauga runs on that model already, with LIUNA Local 183 as its presenting partner.

Programme partner

Money attached to a thing that happens: the vendor academy, the children's workshops, artist travel, the accessibility budget. This is the shape that suits a foundation or a corporate community fund, and it reports cleanly.

Service supplier

Equipment, vehicles, print, power, sanitation, storage, food and hours of professional work delivered instead of cash. In-kind support builds the festival and pays no invoices, so we count it separately and say so out loud.

Presence on the field

Signage on the ground, your name on the site map, the programme, the festival site and the press materials, in the placement the agreement names. Everything on the field is bilingual, with the order of languages set by where we stand.

An activation you run

A footprint on the site for something your team does with visitors — a tasting, a workshop, a stage moment, a corporate volunteer day with your own staff on shift. We hold the ground, the power and the permits; you hold the idea.

A place in the programme

Partner money can carry a named thing: a stage hour, a course in the academy, artist travel for one community, the accessibility budget. A named thing survives the weekend in the archive and in next year's conversation.

A report after the event

One document after the festival: what your money paid for, what happened on your piece of ground, and the counts with the method that produced them stated beside them. Grant officers and boards ask for exactly this, and it is written into the budget from the start.
  • Category exclusivity is available and it is finite. One bank, one telecom, one grocer — a category goes to the first company that signs for it.
  • Two partners of the same size beat one anchor. Funders test whether an organisation leans on a single source, so a balanced list protects the grant side as well as the festival.

The first edition has not happened.

Capital Cultures has no attendance, no photographs of its own crowd and no partner list, because it has run zero times. Here is the work that is done, the decisions that are taken and the dates that decide the rest.

  1. August 2026Done The plan is written and costed Venue rates, permit thresholds, insurance limits, sanitation standards and police and paramedic tariffs come from published City of Ottawa, NCC and by-law documents rather than from estimates.
  2. September – November 2026Now Corporate conversations open The fiscal year of Canada's big banks runs 1 November to 31 October, so budgets for 2027 are written this autumn. A February letter reaches a budget that is already spent.
  3. September 2026Planned Articles of incorporation filed in Ontario An Ontario not-for-profit holds the festival, its insurance, its contracts and its grant applications. Filing is planned for 9 September 2026, and this line moves the week it changes.
  4. Winter 2026 – 27Planned Communities apply and the committee selects Expressions of interest open in the autumn and close in January, so the pavilion list and the money question land in the same week.
  5. 15 February 2027Planned Confirmed cash is counted and the size of the edition is set Signed grant decisions, signed sponsorship agreements and money in the account are what counts on that date. Verbal interest and in-kind stay out of the count, and the scale of the first edition follows the total.
