The organisation, and exactly where it stands.

Capital Cultures is being set up as a not-for-profit corporation under the Ontario Not-for-Profit Corporations Act, with its office inside the city of Ottawa and a majority of its directors living in this region. That shape is a written requirement in every City of Ottawa project programme and in the Ottawa Tourism development fund, which is why the corporation is new and local.

Reporting

Financial reporting follows the Act. At the scale planned for the first edition a review engagement is what the corporation needs, and a full audit becomes mandatory once revenue passes five hundred thousand dollars. That threshold is named here so it sits on the record before anybody asks.

The people

The people starting this have run a community festival in Lanark County for four seasons under a separate corporation. Capital Cultures is a new event with its own corporation, its own board, its own budget and its own reporting. The experience travels; the legal entity stays where it is.

The project, and who it is for.

A two-day festival on one site, free to enter, built out of pavilions that Ottawa's own community organisations run. It serves a city where a third of the people counted at home are racialized, a quarter arrived as immigrants, and 130+ diplomatic missions accredited in Canada sit within a few kilometres of the site, the great majority of them resident here.

What has never been measured

Demand for this festival has never been tested with living people in this city: no resident survey, no focus group, no willingness-to-pay test. Planning figures for the first edition are estimates, they are labelled as estimates every time they appear, and the first measured attendance number this organisation publishes will come from the gates in August 2027.

Two of those differences are the reason a funder is reading this page at all. A pavilion operated by the community's own incorporated non-profit is what makes the money argument true rather than generous, and the year-round layer is what turns a weekend into a programme that can be reported on in March.

Expression of interest

A form with mandatory disclosure: legal entity and registration number, board, every source of pavilion funding above five hundred dollars, any formal tie to a foreign state, mission, party or movement, how long the group has worked in Ottawa, and the name of a coordinator.

Screening

Legal entity, insurance, operating history, two referees from the Ottawa ecosystem. This gate catches groups without the capacity to stand up a pavilion for two days.

Pair review

A table of sensitive pairs graded one to three, read before anybody is placed on a site plan.

Interview and plan defence

In front of the Programming and Licensing Committee, five to seven people, at least two with no tie to any community represented that year.

Signing

A Community Participation Agreement for the season plus an annual renewable pavilion licence. Renewal makes rotation an administrative step with a date on it.

The agreement is written and read by a lawyer before the first call for expressions of interest goes out, and the festival states in its own preamble that it takes no position on conflicts between states, governments or political movements, and provides no platform for such positions.

Eight conditions. Any one failing moves it to 2028.

The plan sets a control date against each condition. Publishing them is the point: a funder can hold this page against the calendar and see whether the organisation does what it said it would do.

How we count, and what we report.

The counting system is designed before the first edition, because the denominator for every year-two application comes out of August 2027. It is a funded line in the budget for exactly that reason.

Unique visitorOne person across the whole event. At a free festival this comes only from an intercept survey, and it is published with its method and sample size.
ParticipantsEveryone on site at one time — staff, contractors, performers, volunteers, spectators. The by-law's own definition, and it decides the permit tier.
Confirmed cashA signed grant decision, a signed sponsorship contract, or money in the reserve.
In-kindGoods and services instead of money. It pays no invoice, and it is reported separately from cash.
  • Counters at every entrance, read and logged on a fixed schedule across both days.
  • An hourly count of people present, which is the number the permit tier, the sanitation plan and the security plan are all sized against.
  • A turnover coefficient that is measured rather than assumed. The planning model carries one as an estimate and says so; August 2027 replaces it with an observed figure.
  • An intercept survey published with its sample size and its method, which is the only honest route to unique visitors at a free event.
  • Postal codes collected in that survey, which is what turns a crowd into a catchment a tourism programme can read.
  • Volunteer hours logged by shift, so the volunteer contribution is a counted quantity.

What goes into a grant report

Verifiable quantities: visits with the counting method attached, unique visitors with method and sample size, bookings, mailing-list subscribers, and media mentions with links. Advertising-value equivalents and earned-media values stay out of our reports; the agency that sells a campaign should not be the body that scores it.

The festival publishes the size it is being built to hold — a target of 8,000 – 12,000 visits over the two days — and the model carries the same range with the assumptions around it. The target is what the programme, the pavilion village and the food and craft row are sized for; the first measured count comes off the gates in August 2027 and is published with its method. Ask and the model comes back with every planning line labelled as one.

Where the report lands

An edition page opens in September 2027 and stays online: the measured attendance with its method, the programme as it actually ran, the pavilions with the organisations that ran them, volunteer hours, and the financial report once the board approves it. The archive is empty today, and it is linked anyway so the address exists before the content does.

The counting kit gets a live rehearsal at a smaller event in September 2026. Figures from that event belong to that event and stay there.

Access and both languages, as funded lines.

Accessibility carries its own budget line and its own named owner, and the francophone commitment is written into the purposes of the corporation at incorporation.

Accessibility

Training on accessibility and the Human Rights Code is mandatory for staff and volunteers alike under the Integrated Accessibility Standards Regulation, and it becomes a step in volunteer registration rather than an email nobody opens.

The site plan carries the City's own checklist in full — a named accessibility contact, alternative formats on request, barrier-free movement, a protected viewing area, accessible parking and toilets, a marked Para Transpo drop-off, quiet spaces, one volunteer whose whole job during the event is removing barriers as they appear, and an evacuation plan written for people with disabilities. It is a funded line with a named owner rather than a paragraph of intent.

Both official languages

Bilingual signage with English first is a condition of the federal land the festival is planned on, enforced with fines and, after two notices, with the loss of the site. It is written into the brand standard before the first artwork is drawn.

Interpretation texts at every pavilion are produced in English and French, and the francophone component sits in the corporation's stated purposes.

This website is English today. The French mirror is in preparation, the switch in the masthead is marked as such, and it goes live as a full mirror instead of a half-translated site.

The festival is planned for unceded Algonquin Anishinabe territory. Talks about involvement are underway with all three structures that speak for it, the reply is still to come, and the role is theirs to name.

Where grant money is open to Indigenous applicants only, the Indigenous partner applies and Capital Cultures supports with documentation, site and production. On the Algonquin land claim the festival takes no position and points to the live federal process; a festival is a poor arbiter of a negotiation between governments, and saying so plainly is more useful than a paragraph of sympathy.

Has this festival happened before?

It has not. The first edition is intended for 7–8 August 2027 at LeBreton Flats, subject to permits, and every forward-looking line on this site is written as intent. The organisation running it is in formation, and the section at the top of this page says where the filing stands this week.

What happens if a condition fails?

The first edition moves to 2028. That is written into the plan against every one of the eight conditions, and the decision point for scale is 15 February 2027. A festival that discovers its gap at T minus two weeks is the standard way festivals die, and the gates exist to make that discovery early and cheap.

What attendance are you planning for, and how firm is it?

The target for the first edition is 8,000 – 12,000 visits over the two days, and it is a target: the size the programme, the pavilion village and the food and craft row are being built to fill. Nobody has measured attendance here yet. The measured figure comes from counters and an intercept survey in August 2027 and is published with the method that produced it, and the model behind the target travels in a meeting with its assumptions visible.

Can we see the budget?

Who is accountable on the day?

An Event Director with the authority to suspend a pavilion or remove a person from the site, a Pavilion Liaison whose only job is the incident ladder, and a board that receives every written decision. The response protocol runs from a green day through to a police instruction to stop, and each level names who acts.

Do embassies run pavilions?

The operator is always a local non-profit. Missions come in as programme partners or as sponsors, and a pavilion has to remain viable with the mission's name struck out of it. The full rule is on the embassies page.
