UAFest belongs to Ukrainian Community of Lanark County, an Ontario not-for-profit corporation incorporated on 19 August 2024, OCN 1000983432. Its purposes are written around the Ukrainian Canadian community in Lanark County, its board sits in that county, and the festival keeps its own name, its own programme and its own home town.
Capital Cultures is a separate organisation in Ottawa, with an Ottawa address and an Ottawa board, and its articles of incorporation are filed in September 2026. Ottawa is a different city with different permits, a different insurance programme, a different conversation with the host nation, and communities we are meeting for the first time. The programme is written from scratch with those communities, at the table, as equals.
What travels is a group of people who have done the work before and know where it goes wrong. That is the whole claim of this page, and the rest of it is the evidence.
A small team running a real festival in a small county, learning the same lessons a capital-scale event will hand out on a bigger bill.

The audit we ran on ourselves before writing a word of this page. Roughly half of the machinery moves; the public half of a festival for one community does not fit a festival for twenty.

Two of those lines carry legal weight. Canadian anti-spam law ties consent to the sender who was named when it was given, so the Lanark County list is invited to subscribe again instead of being carried across, and permission to publish somebody’s face stays with the event it was given to. Both rules cost us a list and a photo archive, and both are the right way round.
The rebuilt column is longer than a reused one would be, and that is deliberate. Dressing up an existing Ukrainian festival website as a multicultural one would hand every community a system that was shaped around somebody else — the categories, the taxonomies, the defaults, the tone. Twenty communities joining as equals get a system designed for twenty communities.

Nine people hold access to the operating system, each with the scopes their job needs and nothing beyond it. Books sit behind a scope that a general administrator role does not grant, which is a small piece of governance that a funder recognises immediately.
Capital Cultures inherits that shape and widens it by one axis. A single-community festival divides rights by function — vendors, volunteers, sponsors. A festival of many communities divides them by community as well, so a pavilion curator sees their own traders, their own volunteers and their own budget line, and sees nobody else’s. That is the piece being designed now, before the first application arrives.

Answers stand until the facts move, and then they get rewritten
It is a separate event with its own organisation, its own city, its own board and its own programme. UAFest belongs to Ukrainian Community of Lanark County and stays there under its own name. Capital Cultures is being incorporated in Ottawa, applies for its own permits, signs its own agreements and answers for itself. The shared element is a group of people and the practice they carry.
Because a figure without a method is worth nothing to you and less to us. Attendance at UAFest is being counted properly for the first time in the September 2026 season, with gate counters, hourly presence and an intercept survey. When that measurement exists, it gets published with its method attached. Capital Cultures itself has no attendance history at all, since the first edition is planned for August 2027.
Every agreement is signed fresh with the new organisation. Money that went to a Ukrainian festival in Lanark County went to that festival, and treating it as a Capital Cultures relationship would misrepresent both. We come back and ask again, with a new proposal and a new budget.
